The Senate on Tuesday, October 14, 2026, initiated legislative action on bills targeting reforms in education, public service training, biodiversity conservation and healthcare administration.

At plenary, Senate Leader, Senator Michael Opeyemi Bamidele (Ekiti Central), led the presentation of two executive bills for first reading.

The first, the National Senior Secondary Education Commission Act (Amendment) Bill, 2026 (SB. 1075), seeks to strengthen the regulation, funding and standards of senior secondary education across the country.

The second, the National School of Government (Establishment) Bill, 2026 (SB. 1076), proposes the establishment of a national institution dedicated to the training, retraining and professional development of public servants, political office holders and future leaders in governance and public policy.

Also presented for first reading was the National Biodiversity Protection and Management Agency Bill, 2026 (SB. 1073), sponsored by Senator Yahaya Abubakar Abdullahi (Kebbi North).

The bill seeks to establish a specialised agency responsible for protecting and sustainably managing Nigeria’s biodiversity resources.

The Senate subsequently considered a legislative report on healthcare administration, presented by the Chairman of the Committee on Health (Secondary and Tertiary), Senator Ipalibo Harry Banigo (Rivers West).

Banigo presented the harmonised report on the University Teaching Hospitals (Reconstitution of Boards, Etc.) Act (Amendment) Bill, 2026 (SBs. 908 and 1058), for consideration by the Senate.

If adopted, the report is expected to facilitate the reconstitution and strengthening of governing boards of university teaching hospitals nationwide, with the aim of improving efficiency, accountability and service delivery in tertiary healthcare.
